ToD is not likely to be scrapped.
I think they're waiting for the appt of the CDS, and then he'll be asked to announce ToD, so that (a) It is projected as something the Def Forces want and (b) The CDS will be propped up to face the flak and inevitable backlash from the Def Forces rank and file that will follow such an announcement.
